Charter Revisions

At the suggestion of the MAA Committee on SIGMAA's, the WebSIGMAA Executive Committee proposes changes to our charter to be voted on at our January 6 Business Meeting at the JMM. Here is the old charter marked up with the proposed changes, and here is a summary of those changes:
- The terms of officers have changed from 1 year to 2 years, with Chair Elect and Past Chair serving as advisors for one year before or after (respectively) their elected terms.
- The time of our SIGMAA's annual meeting has been specified as occurring at JMM instead of leaving the option open.
- the election timeline has been specified properly to match the annual meeting cycle.
- The term WebSIGMAA has been added in front of "Executive Committee" for clarity throughout.
- Paragraphs that have been struck and not replaced are obsolete, pertaining to initial formation of the SIGMAA.
- Paragraphs that have been struck and replaced are being brought into line with required wording from the model charter.
